A car on flat tires drags instead of rolling. It can still be winched, but it takes longer and needs a straighter path. If wheels are missing entirely, say which corners.
Seized brakes
Brakes that have rusted solid after a long sit are common in a wet climate. Sometimes they free with a pull; sometimes the vehicle has to be skated or dragged onto the deck. Either way it is planned work, not an improvisation in your driveway.
Where the surface matters
